- Pitching - sudden
- Reform - a change that is expected to correct a situation that is wrong or unfair / make a system work more effectively
- Disconcerting - making you feel worried, confused, or surprised
- Administrative - relating to the management of a company, organization, or institution
- Embroiled - involved in a difficult situation
- Controversy - a lot of disagreement or argument about something, usually because it affects or is important to many people
- In the midst of something - while something else is happening
- Complain - to say that you are not satisfied with something
- Manner - the way that you do something, or the way that something happens
- Intransigence - an unreasonable refusal to change your ideas or behaviour
- Office-bearer - a person who holds a position of authority and responsibility in a government or other organization
- Constructively - in a manner which is intended to be useful or helpful
- Tiresome - making you feel annoyed or bored
- Barring - unless the thing mentioned happens or exists
- Bureaucrat - someone who is employed to help run an office or government department
- Binding - (especially of an agreement) that cannot be legally avoided or stopped
- Grappling - fighting (especially in order to win something)
- Reluctant - not willing to do something and therefore slow to do it
- Claim - to say that something is true or is a fact, although you cannot prove it and other people might not believe it
- Affiliated - used to describe an organization that is officially connected with or controlled by another, usually larger, organization
- Norms - standards of behaviour that are accepted in a particular society / organization
- Unwilling - if you are unwilling to do something, you do not want to do it or you refuse to do it
- Ceiling - an upper limit set on the number or amount of something
- Fall foul of - to get into trouble with someone or something
- Transparency - an honest way of doing things that allows other people to know exactly what you are doing
- Audit - a careful examination of something
- Domestic - within a country (local)
- Enforce - to make people obey a law, or to make a particular situation happen or be accepted
- Drastic action - a drastic action or change has a very big effect
- Apparent - easy to see or understand
- Unsavoury - involving unpleasant, dishonest, or immoral things that you do not want to think or talk about
- Interpreting - to understand / explain an action
- Directive - an official order
- Disbursal - to pay out money, usually from an amount that has been collected for a particular purpose
- Freeze - to fix at a particular level and not allow any increases
- Allegedly - if someone allegedly does something, another person says that they have done it, even though this has not been proved
- Goad - to deliberately make someone feel very angry or upset so that they react
- Interference - involvement
- Threat - a situation or an activity that could cause harm or danger
- Beyond - outside the range
- Rescue - to prevent a business, project etc from failing
- Compliance - the practice of obeying a law, rule, or request
- Shed - to get rid of something that is not wanted or is no longer necessary
- Reluctance - an unwillingness to do something
- Reform - a change that is intended to correct a situation that is wrong or unfair, or make a system work more effectively
- Resorting - to do something extreme or unpleasant in order to solve a problem
- Heavy-handed - using too much force, or not considering people’s feelings enough when dealing with a situation
- Autonomy - the power to make your own decisions
- Complacency - a feeling of calm satisfaction with your own abilities or situation that prevents you from trying harder
- Zika - a virus carried by mosquitoes that may be connected with birth defects such as having an abnormally small head, if a pregnant woman is infected
- Constitutes - to be considered as something
- Emergency - an unexpected situation in which immediate action is necessary to prevent a bad situation from becoming worse
- Concern - a feeling of worry about something
- Heightened - to increase or make something increase, especially an emotion or effect
- Neurological - relating to your nervous system or to the diseases that affect it

- Cited - to mention something as an example, explanation, or proof of something else
- Diagnostic - used for finding out what physical or mental problem someone has
- Immunity - the protection that someone’s body gives them against a particular disease
- Potent - powerful, or effective
- Reliable - trusted or believed
- Transmission - a process by which a disease spreads from one person to another
- Assessment - the process of making a judgment or forming an opinion, after considering something or someone carefully
- Grim - unpleasant
- Abundance - a very large quantity of something
- Vector - an insect or other small animal that carries diseases between larger animals and humans, but is not itself harmed by the disease
- Despite - used for saying that something happens even though something else might have prevented it
- Sustained - continuing at the same level or rate for a long time
- To address - to give attention to or deal with a matter or problem
- Posed - to cause something, especially a problem or difficulty
- Setback - a problem that delays or that stops progress or makes a situation worse

- Caseload - all the cases that someone is responsible for dealing with at the same time, especially a doctor, lawyer, or social worker
- Predominant - most important or powerful
- Downgrading - to treat something in a way that shows that you think it is now less important than it was
- Vigilance - the activity of watching a person or situation very carefully so that you will notice any problems or signs of danger immediately
- Despite - used for saying that something happens even though something else might have prevented it
- Incidence - the number of cases of an illness or a medical condition in a particular place, group, or situation
