World Post Day 9 October
i. World Post Day is celebrated each year on 9 October, the anniversary of the establishment of the Universal Postal Union in 1874 in the Swiss Capital, Bern. It was declared World Post Day by the UPU Congress held in Tokyo, Japan in 1969. Since then, countries across the world participate annually in the celebrations. The Posts in many countries use the event to introduce or promote new postal products and services.
ii. Theme of World Post Day 2016- Innovation, Integration and Inclusion
250 mandis in 10 states linked with e-agriculture market in first phase
i. Government has integrated 250 mandis in ten States with the electronic national agriculture market (e-NAM) in the first phase. Addressing media in New Delhi, Agriculture Minister Radha Mohan Singh said, government has exceeded the target of linking 200 mandis by the end of last month.
ii. He said, the highest of 67 mandis in Uttar Pradesh have been brought under the e-NAM portal followed by 44 in Telengana, 40 in Gujarat, 36 in Haryana and 20 in Madhya Pradesh. Mr Singh also said, government has approved proposals of 14 states for integrating around 400 mandis under the portal.
iii. E-NAM is a pan India electronic portal for sale and purchase of agricultural produce so that farmers get better prices of their produce. The first phase of the e-NAM was launched on 14th of April this year. A total of 585 markets are targeted to be integrated with e-NAM by March 2018.
Udaipur gets all-woman police patrol team
i.Rajasthan Chief Minister VasundharaRaje on Thursday flagged off an all-woman police patrol team in Udaipur. The police patrol wing, which has a blue uniform, is equipped with pistols and beacons. Raje said, "The public, especially young girls... will feel more secure if they find women cops patrolling the city," adding that similar teams will be established in other cities.
TajMahal to undergo 'mud-pack therapy' for yellowness
The Archaeological Survey of India has requested the civil department for a 'no-objection certificate' to perform a mud-pack therapy on the dome of the TajMahal, to remove yellowness from its marble. This is the first time the therapy will be performed on the dome. ASI officials said the process, which will require iron scaffolding, will take over a year.
Pranab Mukherjee inaugurates first World Sustainable Development Summit
President Pranab Mukherjee on 6 October 2016 inaugurated the first edition of the World Sustainable Development Summit (WSDS) in New Delhi.
The theme for the summit is Beyond 2015: People, Planet and Progress. The summit is being organized by The Energy and Resources Institute (TERI).
PrakashJavadekar inaugurates ShatabdiKrishiBhawan, Green Building in BHU
Union Minister for Human Resource Development PrakashJavadekar has inaugurated ShatabdiKrishiBhawan and a Green Building in Banaras Hindu University .
The ShatabdiKrishiBhawan under the Institute of Agricultural Sciences, BHU has been so named to commemorate the Centenary year of University.
The University’s first green building under the Institute of Environment and Sustainable Development is dedicated to PanditMadan Mohan Malviya and his vision of green campus.

Pakistan passes long-awaited anti-honour killing and anti-rape legislations
Pakistan Parliament in a joint sitting on 6 October 2016 unanimously passed two bills, one seeking to curb murders in the name of honour and the other to punish rapists by use of modern technology of DNA testing in probes involving rape cases.
The two bills are titled as, Criminal law amendment (offences in the name or on the pretext of honour) bill, 2016 and Anti-rape (criminal laws amendment) bill, 2016.

RBI Releases OGs for Small Finance Banks
The RBI released the operating guidelines for Payment Banks and Small Finance Banks.RBI has prescribed for both categories of banks the following:
· Minimum Capital: 15 per cent
· Common Equity Tier: 1-6 per cent
· Additional Tier: 1-1.5 per cent
· Minimum Tier 1 and Tier 2 Capital: 7.5 per cent each
· Capital Conservation Buffer: 7.5 per cent
The exposure in this regard to an individual scheduled commercial bank shall not be more than five per cent of the total outside liabilities of the Payment Banks.
Payment Banks will be permitted to participate in the call money and Collateralised Borrowing and Lending Obligation (CBLO) market as both borrowers and lenders. These borrowings would, however, be subject to the limit on call money borrowings as applicable to scheduled commercial banks.
Payment Banks shall, on any given day, maintain a minimum investment to the extent of not less than 75 per cent of ‘demand deposit balances’ (DDB) as on three working days prior to that day, in Government securities/Treasury Bills with maturity up to one year that are recognised by RBI as eligible securities for maintenance of Statutory Liquidity Ratio (SLR).
Further, they will, on any given day, maintain balances in demand and time deposits with other scheduled commercial banks, which shall not be more than 25 per cent of its DDB as on three working days prior to that day.
The investments and deposits made according to (i) and (ii) above, together shall not be less than 100 per cent of the DDB of the Payment Banks unless it is less to the extent of balances kept with RBI.
The extant provisions applicable to scheduled commercial banks for bank charges, lockers and others shall be applicable to Payment Banks as well.
Payment Banks can accept only savings and current deposits. The aggregate limit per customer shall not exceed Rs.100,000, as provided in the Licensing Guidelines.
RBI releases report of IWG on Rationalisation of Branch Authorisation Policy
The Reserve Bank of India (RBI) on 6 October 2016 released the Report of the Internal Working Group (IWG) on Rationalisation of Branch Authorisation Policy. The Group is chaired by Lily Vadera, Chief General Manager, Department of Banking Regulation.
The thrust of the recommendations is to facilitate financial inclusion by ensuring availability of banking services in all centers through low cost delivery channels and mapping the footprints of various banking channels.

Railways to raise around INR 2,000 cr via masala bonds
The Indian Railway Finance Corporation is planning to raise 1,000-2,000 crore through an issue of rupee-denominated offshore or masala bonds, Director of Finance Neeraj Kumar has said. The instruments will have a tenure of three-five years and the issue document will be ready within the next three weeks, Kumar added. S&P Global Ratings recently affirmed a ‘BBB-‘ rating on IRFC.

ONGC signs pact to buy stake in GSPC's KG basin gas block
State-owned ONGC and Gujarat State Petroleum Corporation have signed an initial pact to pave the way for the former to buy a majority stake in a GSPC’s DeenDayal West gas block in the Krishna-Godavari basin. ONGC and GSPC currently have differences over quantity of reserves. Thus, the pact provides for a three-member committee to oversee the transaction.
Union Cabinet approves MoU between India and AARDO
The Union Cabinet gave its approval to sign Memorandum of Understanding (MoU) between India and African Asian Rural Development Organization (AARDO) for capacity building programmes in the field of rural development.
The MoU is being signed under which capacity building programmes for AARDO member countries for the triennium 2015 – 2017.
The AARDO is an autonomous inter-Governmental organization with its headquarters in New Delhi. It was established in 1962.

Justice Mohanty appointed acting CJ of Jharkhand HC
Justice Pradip Kumar Mohanty was today appointed as the acting chief justice of the Jharkhand High Court even as seven new additional judges were appointed to the Madhya Pradesh High Court.
Justice Mohanty will assume charge tomorrow as incumbent Justice Virendra Singh retires today as the chief justice.
After Justice Mohanty assumes charge as acting chief justice, three high courts -- Andhra Pradesh/Telangana, Madhya Pradesh and Jharkhand -- will have acting chief justices.
Colombian President Juan Manuel Santos wins 2016 Nobel Peace Prize
Colombian President Juan Manuel Santos won 2016 Nobel Peace Prize. Santos won Nobel for his efforts to end five-decades-long civil war in Colombia. Harvard-educated Santos was behind some of FARC's biggest military setbacks.
Indira Gandhi International Airport (IGIA) achieved Platinum rating from Indian Green Building Council (IGBC)
Delhi International Airport Limited (DIAL) announced on 6 October 2016 that the Terminal 3 of Indira Gandhi International Airport (IGIA) achieved Platinum rating from Indian Green Building Council (IGBC).
The plaque and certificate for the achievement was handed over by IGBC to Douglas Webster, COO-DIAL and Roy Sebastian, VP- Project and Engineering, during the 14th Green Building Congress, 2016 organized by IGBC in Mumbai.
With this, the state-of-the-art Terminal 3 of IGIA has become the first Platinum rated green terminal building under Green Existing Building O&M Rating System by IGBC. This is another significant environmental achievement by IGIA, after being accredited as the first Carbon Neutral airport in Asia Pacific recently by Airports Council International (ACI).
PawanChamlinghonoured with Sustainable Development Leadership Award
PawanChamling, the Chief Minister of Sikkim, on 6 October 2016 was conferred the prestigious 2016 Sustainable Development Leadership Award.
President Pranab Mukherjee presented the award to Chamling during the World Sustainable Development Summit organized by The Energy and Resources Institute (TERI) in New Delhi.
The award was presented to Chamling in recognition of his vision and leadership in environment and sustainable development leading to the establishment of Sikkim as the first and only organic state in the country.

JituRai bags silver medal at ISSF World Cup Final in Italy
Indian shooter JituRai on 6 October 2016 clinched a silver medal in the 50-meter pistol event of the ISSF World Cup Final at Bologna, Italy.
Jitu, ranked 7 in the event, finished second in the qualifying round with a cumulative score of 568 to make it to the finals behind Ukraine's OlehOmelchuk and then narrowly lost out to China's Wei Pang in the final to settle for silver.
Theatre legend HeisnamKanhailal passes away
Manipur-based theatre legend HeisnamKanhailal passed away on 6 October 2016 following a brief illness in Imphal. He was 75.Kanhailal had contributed to the field of experimental theatre for more than 40 years.
