Hie everyone , this is PRERNA Ranjan. I am presenting before you the points that needs to be known for Land Acquisition Bill 2014. It will help you in various competitive exams and the interviews

The Right to Fair Compensation and Transparency in Land Acquisition Rehabilitation and Resettlement (Amendment) Bill 2015 (RFCTLARR) , popularly known as
Land Bill was adopted by Lok Sabha on March 10, 2015.

Before this bill was passed Union Government made 9 amendments (out of 50 being proposed).

Firstly, lets look at the Old LARR Bill 2013, that UPA goverment passed,

Old Bill:-

  1. As per the UPA law, lands could be acquired with the ‘consent’ of 70% of the land owners for PPP (Public Private Partnership) and 80% for the private companies. 
  2. The land needs to be returned if remain unutilized for the period of 5 years. 
  3. Land could be only be acquired by the Private Companies. 
  4. LARR Act 2013, does not apply to 13 statuary acts such as Atomic Energy, Electricity Act, Petroleum Act, Railway Acts etc. 
  5. Private Hospitals were kept excluded from the purview of this act.

New Amendments:-

  1. New LARR 2014 exempts 5 types of projects from “Social Impact Assessments”. It means it does not need ‘consent’ for acquiring the land as it was earlier. Also, the acquisition of the irrigated land and multi-crop lands was excluded from this bill. Since, major population of India thrives on agriculture, thus to protect the poor land owners. 
    • 5 projects are: 
    1. Industrial corridors, 
    2. PPP projects, 
    3. Rural infrastructure, 
    4. Affordable housing, 
    5. Defense purpose. 
  2. If the land remains unutilized for a longer period it needs to be given back to the land owners. Earlier it was 5 years now it can also be the time specified by the company at time of acquisition. 
  3. Now, not only Private Companies but also Private ‘entities’ can acquire the land. Private entity can be an NGO, Corporate, Firms, individuals etc. 
  4. Bill also included 13 acts of Land Acquisition as there were no fixed criteria to give compensation to land owners. Now people will get proper compensation. 
  5. Private Hospitals and Private educational institutes are included in the purview of LARR Act. 
  6. This bill limits the amount of land acquired for industrial purposes. 
  7. One family member will be employed from whose land has been acquired. They will be employed on their lands itself. 
  8. If any governments officials is involved in any illegal activities than he could only be prosecuted with prior approval of the government. 
  9. Farmers get the right to appeal/complain over land acquisition hearing and redressal of grievances at district level.
