  • Threat - a situation or an activity that could cause harm or danger
  • Curb - to control or limit something
  • Free expression (freedom of expression) - the right to express your opinions
  • Perhaps - used for saying that you are not certain about something, or that something may or may not be true
  • Voluntarily - done, made, or given willingly, without being forced or paid to do it
  • Defer - to arrange for something to happen at a later time than you had planned
  • Irrespective - despite a particular fact, situation, or quality
  • Plays out - to develop or end in a particular way
  • Conduct - behaviour
  • Cynical - willing to let other people be harmed so that you can get an advantage
  • Unmindful - not remembering, noticing, or being careful about something
  • Fatwa - an official order by a Muslim religious leader
  • Verse - a group of words or sentences that form one section of a poem or song
  • Customs - a government department that collects taxes on goods that people bring into a country
  • Import - a product from another country, that is bought with money from your country
  • Detract from something - to make something seem less good, attractive, or important
  • Resist - to oppose or fight against someone or something
  • Extremist - someone who has beliefs or opinions that are considered to be extremely unreasonable by most people
  • Benchmark - an amount, level, standard etc that you can use for judging how good or bad other things are
  • Row - a noisy argument or fight
  • Threaten - to tell someone that you might or you will cause them harm, especially in order to make them do something
  • Requisite - necessary for a particular purpose
  • Perfunctory - done without much effort or interest
  • Rally - to join other people in order to support someone or something
  • Whip up - to encourage strong emotions or behaviour in people
  • Absurd - completely stupid, unreasonable, or impossible to believe
  • Take a cue from - to take notice of someone's words or behaviour so that you know what you should do
  • Disregard - the attitude of someone who does not respect something or consider it important
  • Hostile - behaving in a very unfriendly or threatening way towards someone
  • Mindful - careful about or conscious of something
  • Foreboding - a strong unpleasant feeling that something very bad is going to happen soon
  • Narrative - a story or a description of a series of events
  • Uphold - to show that you support something such as an idea by what you say or do
  • Intimidate - to deliberately make someone feel frightened, especially so that they will do what you want
  • Sectarian - caused by disagreements among people from different religious groups
  • Fury - a feeling of very strong anger that usually does not last very long
  • Universal - involving all the members of a group or society
  • Road map - a plan or set of instructions that makes it easier for someone to do something
  • Amend - to make changes to a document, law, agreement etc, especially in order to improve it
  • Debate - a discussion in which people or groups state different opinions about a subject
  • Regulate - to control an activity, process, or industry officially by using rules
  • Mandate - to give an official order or make a law stating that something must be done
  • Transparency - an honest way of doing things that allows other people to know exactly what you are doing
  • Charter - an official document describing the aims, rights, or principles of an organization
  • Empower - to give someone more control over their life or more power to do something
  • Reform - a change that is intended to correct a situation that is wrong or unfair, or make a system work more effectively
  • Imprisonment - the punishment of being put into prison
  • Parity - a situation in which different people or things are equal
  • Sustainable - capable of continuing for a long time at the same level
  • Dropped the ball - to fail to do something that you are responsible for doing
  • Devise - to invent a method of doing something
  • Out-of-pocket - to have lost money as the result of a business deal
  • Streamline - to improve a business, organization, process etc by making it more modern or simple
  • Procurement - the process of buying supplies or equipment for a government department or company
  • Regulator - a person or organization whose job is to be certain that companies, systems etc act fairly and follow rules
  • Criticism - comments that show that you think something is wrong or bad
  • Accountability - a situation in which people know who is responsible for something and can ask them to explain its state or quality
  • Comprehensive - including many details or aspects of something
  • Fragmentation - the process of breaking into many pieces or separate parts
  • Lose sight of -  to forget an important fact, or to forget what your main aim is, because you are thinking too much about other things
  • Infectious - an infectious disease is one that can spread from one person to another
  • Non-communicable - not able to be transmitted from one sufferer to another
