1. D); According to the given paragraph, 1, 2 and 3 can be ruled out. Nothing is said about Europe, so 5 is also ruled out. And from the paragraph it is quite clear that industrial accidents can be prevented with the help of safety rules.
2. C); The state administration banned gathering for safety and prevention purpose. It is just to restrict spreading of false rumours and violent incidents. So cooperation from public is always expected.
Therefore only 3 is implicit.
3. E); (A) is not, because avoiding that particular route is not a solution to avoid any incident in future; it is escaping.
(B) can be an effective step, as it is a preventive step.
(C) is not, because the minister's resignation would not lead any solution.
(D) can be an effective step, as it would help to find reasons of this accident.
4. C): (1) is not, as only beauty factor can not lead to such a big alteration.
(2) is vague
(3) can be a probable cause, as customers always prefer economically good option. That is why, due to rising prices of petrol, more people are preferring diesel models.
(4) is absurd.

5. C); I is not implicit, that is why this summit has been organized with the hope of positive outcomes. II is implicit. III is also implicit, because dissatisfaction of Western countries was owing to the absence of Prime Minister or Presidents of member countries, whose arrival was expected.
