International Current Affairs
- Norwegian Prime Minister Erna Solberg is on a 3 day visit to India.

- She will hold talks with her Indian counterpart Narendra Modi on a host of issues.
- During her visit, Solberg will deliver the inaugural address at the Raisina Dialogue and address India-Norway Business Summit.
- She will also call on President Ram Nath Kovind and Vice President M Venkaiah Naidu.
- External Affairs Minister Sushma Swaraj will also call on Solberg.
- Minister of Foreign Affairs of Japan Taro Kono will arrive in Delhi today on a 3-day visit to India.

- During his visit, he will hold a meeting with his counterpart Sushma Swaraj.
- He will also attend the India Japan Friendship Forum to be held tomorrow.
- Australian Foreign Minister Marise Payne will also be on a 3-day visit to India from today.

- During her visit, Ms Payne will hold meetings with External Affairs Minister Sushma Swaraj, Finance Minister Arun Jaitley and Defence Minister Nirmala Sitharaman. She will also participate in the Raisina Dialogue.
- Malaysia's 49-year-old Sultan Muhammad V stepped down as the 15th king today, marking the 1st time a king has abdicated in the country since it gained independence from Britain in 1957.

- His decision comes amid rumours that he has married 25-year-old former Miss Moscow Oksana Voevodina in Russia.
National Current Affairs
- Union Minister Ravi Shankar Prasad announced that the government will soon make it mandatory to link Aadhaar with Driving Licence.

- Currently, a guilty person who causes an accident flees the scene and gets a duplicate licence, helping him go scot-free.
- With linkage of Aadhaar-driving licence, the guilty cannot change his/her biometrics and fingerprints.
- The Ministry of Human Resource Development has introduced a 70-point grading index to assess the quality of school education offered by states.

- This will give the correct picture of where every state stands.
- It will assess areas of deficiency in each state’s school education system so that targeted interventions can be made at every level from pedagogy to teacher training.
Recent Committees in News
- As per the announcement made to set up a high-level committee to review the implementation of clause 6 of the Assam Accord, the government has set up a committee headed by M.P. Bezbaruah (former Union tourism secretary).

- After Assam agitation of 1979-1985, Assam Accord was signed on 15th August, 1985.
- Clause 6 of the Assam Accord envisaged that appropriate constitutional, legislative and administrative safeguards, shall be provided to protect, preserve and promote the cultural, social, linguistic identity and heritage of the Assamese people.
- The committee is formed to address the sense of feeling that clause 6 has not been fully implemented even almost 35 years after the accord was signed.
- The government is going to form an inter-ministerial panel to roll out In Flight and Maritime Connectivity (IFMC) services by March.

- The group will meet every 15 days to discuss issues till implementation smoothens.
- A parliamentary panel headed by senior Congress leader M Veerappa Moily has asked the Reserve Bank of India (RBI) to address the problem of perpetually dysfunctional ATMs so as to avoid any situation of forced cash crunch.

- The Standing Committee on Finance has also asked banks to install adequate number of ATMs. The panel tabled its report in Parliament last week.
- The panel also noted that RBI’s remonetisation drive has not augmented/resolved the cash supply to ATMs in rural/semi-urban areas, forcing shutdown of many ATMs.

- A ministerial panel today allowed flood-hit Kerala to levy 1% calamity cess under GST for a period of two years to fund rehabilitation work.

- The goods and services which will attract the cess would be decided by Kerala.
- Important Note : The GST law provides for the levy of special taxes for a specified period to raise additional resources during any calamity.
- To avoid fluctuation in yarn price, government has launched a Yarn Bank Scheme as one of the component of PowerTex India.

- The Scheme provides interest free corpus fund up to Rs.2.00 crore to the Special Purpose Vehicle (SPV)/Consortium formed by powerloom weavers to enable them to purchase yarn at wholesale rate and give the yarn at reasonable price to the small weavers to avoid middleman and local supplier's brokerage charge on sales of yarn.
- The total value of BHIM-UPI transactions crossed 1 Lakh Crore Rupees mark in December 2018.

- It was 82 thousand 2 hundred and thirty-two crore rupees in November and 74 thousand 9 hundred and 78 crores in October 2018.
- India won the four-match Test series against Australia 2-1 as the Sydney Test ended in a draw after the fifth day's play was washed out due to rain.

- Important Points to Note :

- This is the 1st time ever that India have won a Test series in Australia.
- India also became the 1st Asian team to win a Test series on Australian soil.
- Vidarbha's 40-year-old batsman Wasim Jaffer appeared in his 146th Ranji match to become the most capped player in the history of the Ranji Trophy.

- Jaffer had also become the 1st player to reach 11,000 runs in the Ranji Trophy.
- The construction of world's largest cricket stadium in Ahmedabad (Gujarat) is underway.

- The stadium is tipped to have a capacity of 1,10,000, overtaking the 1,00,024-capacity Melbourne Cricket Ground.
